The e - invoicing system maintains the confidentiality of information, regulates the transfer of data, and does not force or increase taxes

The Director General of the ISTD, Dr. Hussam Abu Ali, said that the national e - invoicing system is a reform system that does not aim to force  or increase taxes and it is organizational for the purposes of transferring invoice data and documenting it electronically. It is taken into account that it is easy and simple for everyone who uses it and does not force any financial or additional costs or burdens on them.

Abu Ali explained during the meeting organized by the Jordanian European Business Association yesterday that after all economic sectors were diagnosed and there was a discrepancy in the systems that they use to issue the invoice, it was taken into account that this system is for everyone and is able to accommodate all accounting systems used by different sectors and to be able to adapt to deal with these systems without arranging any changes to them.

And he indicated that the Income Tax Law No. 38 of 2018 obligates, through the provisions of paragraph (f) of Article (23), that “a person is obligated to issue an original invoice in return for providing any service or selling any good in the Kingdom, and all matters related to e - invoicing systems are organized and issued And control over it and the categories excluded from it according to a system issued for this purpose, "as, based on the provisions of this paragraph, was issued the system for Organizing and Controlling Invoicing Affairs Regulation No. (34) of 2019.

And based on the provisions of Article (16) of the Organizing and Controlling Invoicing Affairs Regulation No. (34) of 2019, the Executive Instructions for Organizing and Controlling Invoicing Affairs Regulation No. (1) of 2019 were issued.

Abu Ali said that there are many advantages to this system, as it will contribute to reducing human intervention, facilitating procedures for auditing taxpayers' files, speeding up the completion of their transactions, and accelerating their obtaining tax clearance. Special treatment for the returns submitted by taxpayers who are committed to the e - invoicing system when selecting the audit sample.

During the meeting, he indicated that specialized sectoral work teams have been allocated to assist the categories included in the billing system, with the aim of meeting with them, guiding them, educating them, assisting them technically and technically, and facilitating them in the procedures of linking to the system and using one of the platforms that suits each of them.

He indicated that there will be procedures and steps that will be taken later that will benefit those obligated to the e - invoicing system to enhance compliance with the invoice and achieve tax justice.

He said that the system was built in accordance with all the requirements of security and protection and maintaining the security and confidentiality of information, in addition to that the law prohibits the disclosure of any information that is viewed, and thus all information on the department's systems cannot be viewed by any party according to the law.

He called on the various companies, establishments and those who are obligated to join the e - invoicing system and seize the opportunity to use it during the current time to take advantage of the procedures provided by the department to help them and provide the services they need during this trial period, which will not be available to persons who are late in joining and using the e - invoicing system.

The dialogue was moderated by Mr. Ali Murad, President of the Jordanian European Business Association, who welcomed at the beginning of the meeting the Director General of the Income and Sales Tax Department and praised his response to holding this meeting with the members of the association to explain the electronic national e - invoicing system and the procedures for joining it, and to answer the inquiries and questions of the members of the association.

The meeting was attended by Al-Ain Issa Murad, Chairman of the Labor and Social Development Committee in the Senate, assistants to the Director General, a number of advisors and members of the Jordanian Business Association.
